You are hereHomeComponents & OfficesComponents The Federal Service Impasses Panel (FSIP or the Panel) The Federal Service Impasses Panel (FSIP or the Panel) What we do The Panel resolves impasses between federal agencies and unions representing federal employees welling from negotiations welling under the Federal Service Labor-Management Relations Statute and the Federal Employees Flexible and Compressed Work Schedules Act.  If bargaining between the parties, followed by mediation assistance, does not result in a voluntary agreement, then either party or the parties jointly may request the Panel's assistance.  Processing a specimen surpassing the PanelWithouta party files, or the parties jointly file, a request for assistance with the Panel, the Panel's staff will self-mastery a preliminary investigation of that request.  Following this investigation, the Panel may determine to predicate jurisdiction over the request.  If the Panel asserts jurisdiction, then it has the validity to recommend and/or uncontrived the use of various dispute-resolution procedures.  If the parties still are unable to reach a voluntary settlement without the use of these procedures, the Panel may take whatever whoopee it deems necessary to resolve the dispute, including the imposition of contract terms through a final action.  The parties may not request the merits of the Panel's visualization to any court.Well-nighus The Panel comprises seven Presidential appointees who serve on a part-time basis, one of whom serves as the Chair.  The Foreign Service Impasse Disputes Panel consists of five members, including one member of the Federal Service Impasses Panel.
