You are hereHomeAbout Mission Mission The FLRA exercises leadership under the Federal Service Labor-Management Relations Statute (the Statute), 5 U.S.C. §§ 7101-7135, to promote stable, constructive labor relations that contribute to a increasingly constructive and efficient government.  The FLRA's mission is to siphon out five primary statutory responsibilities as efficiently as possible, and in a manner that gives full effect to the rights afforded employees and agencies under the Statute.   Mission: Protecting rights and facilitating stable relationships among federal agencies, labor organizations, and employees while up-and-coming an constructive and efficient government through the wardship of the Federal Service Labor-Management Relations Statute. In striving to fulfill its mission, the FLRA executes the following five primary statutory responsibilities, as set along in the Statute: Resolving complaints of unfair labor practices (ULPs). Determining the righteousness of units for labor organization representation (REP). Adjudicating exceptions to arbitrators' awards (ARB).   Adjudicating legal issues relating to the duty to undear (NEG). Resolving impasses during negotiations (Impasse). In order to perform the many and varied functions of administering and enforcing the Statute, the FLRA is organized into three unshared components:  the Authority, the Office of the General Counsel, and the Federal Service Impasses Panel.  All components support and engage in collaboration and volitional dispute resolution (ADR) activities as an integral part of their programs.
